According to authorities, 22-year-old Troy Ruff, was indicted on Friday on charges of aggravated manslaughter, vehicular homicide in connection with last year's crash that killed 3-year-old Rahmere Tullis.
According to police at approximately 7:40 am, officers from the Newark Police Department’s Fugitive Apprehension Team were attempting to apprehend a 22-year-old Troy Ruff, of Newark, who was wanted on aggravated assault and weapons charges stemming from an incident in May of last year.
Ruff, spotted driving a 2002 Hyundai Sonata, failed to pull over for the officers, ensuing a pursuit where he struck a car that was driving on 15th Avenue.
Ruff's vehicle then mounted a curb and struck 3-year-old Rahmere Tullis who was standing on the sidewalk on the northeast corner, with his mother.
Rahmere, also of Newark, was pronounced dead at the scene.
Ruff was immediately arrested by Newark officers after striking the child.
His arraignment is scheduled for May 2 before Superior Court Judge Ronald Wigler.
He remains in custody at the Essex County Correctional Facility in lieu of posting $500,000.
