Authorities in Atlantic County announced that on Friday, January 12, 2024, Michael A. Gibbons, 38, from Glendora, NJ, was sentenced to four years of probation conditioned on serving 364 days in the Atlantic County Jail, which may be served by day reporting.
Officials said the sentence was imposed pursuant to Gibbons’ April 6, 2023, guilty plea to one count of third-degree theft by deception and one count of fourth-degree theft by deception.
According to officials, Gibbons was serving as the Atlantic County Deputy Superintendent of Elections at the time of the offenses.
During his guilty plea, Gibbon’s admitted that on April 7, 2017, officials stated that he added unauthorized overtime hours to a subordinate employee’s payroll record.
Officials say when the employee was paid, Gibbons subsequently directed that employee to deposit the unauthorized amount into a bank account provided by Gibbons.
Authorities say Gibbons also admitted that on May 12, 2017, he approved the payroll time cards for two employees for regular work hours when, in fact, Gibbons had directed them to clean his mother’s house during that timeframe.
Officials stated that the combined total of the two thefts amounted to $911.00.
As part of his sentence, Gibbons was ordered to pay the County of Atlantic restitution of $911.00, officials said.
The State also sought, and the Court granted, an order that Gibbons permanently forfeit all current and future public employment, officials say.
