Hillsdale Doctor Among Three Charged with Health Care Fraud Conspiracy

Passaic County Prosecutor Camelia M. Valdes announces, as the result of an investigation by members of the Passaic County Prosecutor’s Office’s Insurance Fraud Unit, the arrests of three individuals in a conspiracy to have an unlicensed person pose as a medical doctor, examine patients, and then to conspire to submit fraudulent bills to insurance companies.

Yvonne Jeannotte-Rodriguez, 42, (Middle Image L to Right) of Paterson, N.J., is charged with Third-Degree Conspiracy to Commit Heath Care Claims Fraud and Third-Degree Unlicensed Practice of Medicine.

Marta Galvan, 59, of Paterson, N.J., is charged with Third–Degree Conspiracy to Commit Health Care Claims Fraud.

Authorities said Third-Degree offenses are punishable by a New Jersey State Prison term of between three and five years.

The offenses allegedly occurred at Ferraro Medical Clinic, 414 Broadway in Paterson, New Jersey from January 2016 until May 2017.

Authorities alleged that Dr. Lisa Ferraro employed Yvonne Jeannotte-Rodriguez knowing Rodriguez was not licensed to practice medicine, or any other health care related occupation, in the State of New Jersey.

Rodriguez allegedly saw and examined patients, and falsely held herself out to patients as a licensed medical doctor.

Authorities further alleged that Ferraro, Rodriguez and Galvan conspired to bill insurance companies for services rendered by Rodriguez as if the services had been rendered by Ferraro.

The investigation remains active and ongoing. Ferraro, Rodriguez and Galvan have been released on complaint-summonses.

These matters will be referred to the grand jury.
