A man wanted for then alleged double fatal Hit and run of two teens in Jersey City has turned himslelf into police.
According to police, 20-year-old Rahsaan Bell turned himself in at around 11:25 a.m.
Police charged Bell with Knowingly leaving the scene of an accident that resulted in death.
Other charges are expected authorities said.
