Union County Clerk Joanne Rajoppi is informing residents that the U.S. Department of State has officially suspended the issuance of passports with the “X” gender marker.
Previously available to non-binary individuals who do not strictly identify as male or female, this option is no longer being processed for applications submitted after January 20, 2025.
As a result, any applications featuring the “X” designation have been placed on hold by the federal government.
In a policy update issued on February 11, 2025, Secretary of State Marco Rubio directed State Department officials to reassign a male or female sex designation to transgender applicants who have already submitted their requests.
Applications that do not include sufficient documentation of biological sex at birth will remain suspended until the necessary records are provided.
For those currently holding passports with an “X” gender marker, officials recommend reaching out to the U.S. Department of State for instructions on obtaining an updated passport with either a male or female designation.

Union County Clerk Joanne Rajoppi acknowledges the difficulties this shift presents for community members who applied for passports through her office’s locations.
“While our office does not have the authority to override federally mandated changes, we recognize the impact this policy may have on affected residents and regret any resulting inconvenience,” Rajoppi stated.
“This directive stems from a Presidential Executive Order and is beyond our jurisdiction.”
Despite these changes, the Union County Clerk’s Office remains committed to assisting residents with their passport needs.
Passport services are available by appointment at two locations—Elizabeth and Westfield—due to heightened demand.
Applicants are encouraged to review all required documentation ahead of their appointments to ensure a seamless process.
