Trenton Supervisor, Employee Charged in Overtime Fraud Scheme

A supervisor and an employee of Trenton's Department of Health and Human Services appeared in federal court today, facing charges for allegedly inflating overtime hours for work they did not perform.AdMartin Moore, 59, of Florence, and Andre Trott, 51, of Ewing, were charged with conspiracy to embezzle more than $5,000 from the city of Trenton.

Moore, the supervisor, is also accused of making false statements to investigators.

Both men were released on $50,000 unsecured bond after appearing before U.S. Magistrate Judge Tonianne J. Bongiovanni.

The alleged scheme involved fraudulently reporting overtime for residential lead inspections and meal deliveries for Trenton’s vulnerable residents.

Moore and Trott, along with others, are accused of inflating overtime claims between 2018 and 2022, resulting in payments for hours they did not work.AdMoore could face up to 10 years in prison and a $500,000 fine, while Trott faces up to five years and a $250,000 fine.
