The Toms River Police Department is seeking the public’s assistance in apprehending Rozel K. Foster on charges of kidnaping and assault.
These charges stem from a domestic violence incident investigated by Officer Moschells that began on October 2 and continued for several days, police said today.
Foster, 21, of Toms River, is charged with assaulting his 20-year-old girlfriend.
Beginning on October 2, he repeatedly assaulted her with punches, slaps, pushes, bites, and strangulation. She tried to leave several times when she observed an opportunity however he would assault her again and then lock her in a bedroom, according to police.
Police officers had reports of him in the area yesterday afternoon, October 7, and began a search of a wooded area on Whitesville Road between Route 70 and the Jackson Township boarder.
Despite extensive efforts, including assistance from a New Jersey State Police Helicopter, Foster was not located, police said.
Foster is described as approximately 6 feet tall, 155 pounds, with black hair and brown eyes.
A warrant in the amount of $200,000 has been issued for his arrest.
