Newark Police Officer Suspended After Teen Claims Officers Dislocated His Shoulder

A 14-year-old teen with a dislocated shoulder has led to the suspension without pay, as authorities investigate the teen's allegation, authorities announced today.

According to Newark Public Safety Director Anthony Ambrose, investigators discovered that Detective Wilberto Ruiz failed to submit reports documenting the incident until 24 hours after it occurred.

Director Ambrose said, "Although this investigation is in its early stages, we have determined that the incident does involve members of the Newark Police Department. This is an unfortunate incident. However, it is not a reflection on the entire Department but on the actions of a few. I will not tolerate officers' behavior that violates laws to enforce laws or actions that violate our state laws or the Department's rules and regulations that govern us."

According to reports, the incident occurred on Tuesday after the alleged victim - a 14-year-old boy - was approached by three police department vehicles as he came out of a bodega near 14th Street and 14th Avenue.

After exiting the bodega, the victim claims he was approached by several on-duty Newark police officers who allegedly tried to detain the boy, dislocated his shoulder.

The now injured victim allegedly went home to tell his mother what had occurred. The victim and his mother later arrived to the 4th precinct building to report the incident to officers.

The on-duty tour commander requested an ambulance, and initiated an investigation.

Several other members - including an officer from the Essex County Sheriff's Office - have been reassigned, according to officials.

The alleged assault is under investigation by the Essex County Prosecutor's Office Professional Standards Bureau.
