According to Newark officials, that man, whose snow boot was grazed by the gunfire, refused medical treatment after falling down a staircase. The gunshot victim was taken to University Hospital.

Police officers secured the scene and located three 9mm shell casings near the staircase and entryway at the complex, police say.

Newark officials stated that James is described as 6’1,” and 220 pounds.

Director Miranda urges anyone with information on James' whereabouts to call the Police Division’s 24-hour Crime Stopper tip line at 1-877-NWK-TIPS (1-877-695-8477).
