Monmouth County Prosecutor Raymond S. Santiago stated that Dominic Allen, 23, was charged with second-degree Vehicular Homicide and second-degree Leaving the Scene of a Motor Vehicle Accident.

According to MCPO officials, on February 11, at approximately 4:02 p.m., the Neptune Township and Asbury Park Police Departments responded to a 911 call in the area of Stratford Avenue between Fisher and Myrtle Avenue for a report of an individual being struck by a vehicle.

On arrival, law enforcement officers discovered an adult male victim lying in the roadway with severe injuries, MCPO officials say.

Monmouth County authorities said the victim, later identified as Kyzair Robinson, 19, of Asbury Park, was transported to Jersey Shore University Medical Center and would later succumb to his injuries on February 12.

A collaborative investigation by members of the Monmouth County Prosecutor’s Major Crimes Bureau and the Asbury Park Police Department identified Allen as the driver of the vehicle, Monmouth County officials stated.

MCPO officials said the investigation revealed that the victim was communicating with Allen through the driver’s side window of the vehicle prior to Allen driving away, with the victim clinging to and ultimately falling under the vehicle as Allen fled the scene.

Allen was later apprehended in Orlando, Florida, by members of the US Marshal’s Task Force, MCPO officials said. Allen was extradited back to New Jersey and charged on Wednesday, March 19.

Monmouth County authorities said Allen is being lodged in the Monmouth County Correctional Institution (MCCI) pending future court proceedings.
