According to Hudson County officials, on Tuesday, May 17, the Hudson County Regional Collision Investigation Unit arrested a 22-year-old man in connection with the November 3, 2021 hit-and-run crash that killed Mr. Phillip Delancy.
Authorities say Mr. Kristopher Khusial, of Jersey City, is charged with Knowingly Leaving the Scene of a Motor Vehicle Collision Resulting in Death, a crime of the second degree, and Endangering an Injured Person, a crime of the third degree.
Mr. Khusial was arrested without incident at the Hudson County Prosecutor’s Office in Jersey City and released on a summons pending his first court appearance on Monday, June 20, say officials.
According to county officials, on Tuesday, November 3, 2021, shortly after 9:30 p.m., the Jersey City Police Department responded to the area of 740 Route 440 in Jersey City on reports of a pedestrian struck.
Authorities say responding officers found the victim – later identified as Mr. Phillip Delancy, 36, of Jersey City – with life-threatening injuries in the northbound lane of the roadway.
Mr. Delancy was transported by Emergency Medical Services to Jersey City Medical Center where he was pronounced dead at approximately 10:25 p.m., say officials.
According to authorities, the vehicle involved in the collision had left the scene.
Hudson County officials state that the above charges are merely accusations and the defendant is presumed innocent until proven guilty.
