Bloomfield Police officials said officers responded to Chester Avenue on a report of a package theft on May 18, at 6:44 p.m., a resident observed a male take a package from the front of his porch through surveillance video.
According to police, the video showed a thin Caucasian male wearing a black hat, dark-colored hooded sweatshirt, riding a red bicycle.
Police said Cesar Pagan Torres, 27, of East Orange, approached the residence and took a package from the front of the home.
The package contained bathing suits, which are valued at $80.00. Pagan-Torres was arrested the next day for this theft.
Police said they believe Cesar Pagan Torres to a package theft on North 13th Street.
In this incident, police said at 11:49 a.m., a resident had two packages stolen from his porch.
Police said FedEx delivered both packages at 11:29 a.m. and 11:57 a.m.
Surveillance video showed a light skin male, riding a red bicycle, wearing a black and gray jacket, black sneakers, and a black hat with a gold sticker on the brim, walk up onto the porch and steal both packages.
Police are trying to determine if Torres is responsible for over a dozen package thefts in the township.
